This is Mr. Higgins continued harassment of the Civic Association for the Gum Springs community opposing American Tukong's proposed development for a karate school in Gum Springs. The proposed development seeks a special exception for a number of reasons to include rezoning residential property for commercial use and waivers to include lot size and to replace a trail to connect Gum Springs to Mount Vernon with a sidewalk.

The Mount Vernon Council of Citizens' Associations (MVCCA) passed a resolution on July 25, 2018 to not support American Tukong's proposed development as well.
